Elma Szyslak is a lieutenant who gives you most of your initial quests. She is temporarily located in the Shopping District, but can be found later in her office in the Bramunez Church area for more advanced quests.
Elma is the youngest of the four sisters of the Szyslak family, which include Kate (ref. "Go see Duke Gerald's Aid, Kate").
