Ryan is a Technical Officer in Bramunez. He gives you multiple quests for the Subterranean Canals.
He is never seen in a cutscene again until the D-4 ending, where he is seen tailing Vincent. Despite the fact that Ryan is well hidden, Vincent is seemingly aware of his presense. This is most likely because of the fact that Death is observing him from afar.
